Which looks more like a place where serious and meaningful research gets done?

Till now, I still don’t understand why the government, when considering how to boost scientific research in Singapore, decided to start a completely separate pseudo-corporate entity like A*, rather than build on the existing universities. I also don’t get the NRF-A* split.

Corporate/government politics has always been irrational.
On the whole though, I view it as a positive development. There is some overlap in the research areas of NRF and A*STAR, and some amount of local competition would be good. Currently it’s way too easy to get project funding, and there’s quite a few projects that are long past their sell-by date but are still kept alive because of it (plus, that’s one way of making sure researchers stay put). A bit of competition would get rid of the deadwood and keep the rest of the researchers on their toes.
Besides, if you can’t compete, there’s always the option of collaboration.
